Not sure what the difference between waterproof and permanent waterproof is. But after 1 hour cycling in light rain I can confirm that this jacket is not waterproof.

Good stuff.
This is a good jacket. Its comfortable and water & wind proof, I've been out cycling while wearing it a few times now, and while nothing will keep you totally dry in heavy rain, this jacket keeps most of it out.

It is also warm enough in heavy rain with only a base layer underneath, but features like armpit vents mean it isn't too hot when it isn't raining.
